I think it helps slightly in the short term, but it does not solve the problem. By supplementing petrol with ethanol we reduce the price of petrol slightly. However ethanol could not replace petrol. If all the current farming land were used to produce ethanol we would still not have enough to replace petrol and we would have not food!
This is becoming a serious problem in developing countries. As the price of oil goes up, so does the value of ethanol. Some countries are starting having food shortages because their farmers are growing ethanol instead of food.
Slightly better for the environment, but I still think riding your bike is better than driving a car!
